Από σήμερα ελεύθερα τα diesel σε Αθήνα – Thessalonica

With just 90 λέξεις, απελευθερώνεται από σήμερα η πετρελαιοκίνηση σε Αθήνα και Θεσσαλονίκη. Σε μόλις 90 λέξεις διορθώνεται μία κατάφορη αδικία, από ένα νόμο που ισχύει από την δεκαετία του ’90.
Δημοσιεύτηκε λοιπόν στην Εφημερίδα της Κυβερνήσεως η απόφαση απελευθέρωσης της πετρελαιοκίνησης σε Αθήνα και Θεσσαλονίκη. Ετσι σύμφωνα με το νόμο 4030 /2011 και το άρθρο 50, από σήμερα μπορούν να ταξινομούνται αυτοκίνητα με πετρελαιοκινητήρα στην Αθήνα και στη Θεσσαλονίκη, ενώ επιτρέπεται παράλληλα και η μετακίνηση αυτών των αυτοκινήτων στις δύο πόλεις. Η μόνη προϋπόθεση που τίθεται είναι να διαθέτει κινητήρα προδιαγραφών ρύπων Euro 5, 6.
Specifically, το άρθρο 50 αναφέρει:
«1. Τα πετρελαιοκίνητα φορτηγά οχήματα ιδιωτικής χρήσης μικτού βάρους μέχρι τεσσάρων χιλιάδων (4.000) χιλιογράμμων και τα πετρελαιοκίνητα επιβατικά οχήματα ιδιωτικής χρήσης εξαιρούνται των περιορισμών κυκλοφορίας στις περιοχές των Νομών Αττικής και Θεσσαλονίκης, που καθορίστηκαν με τις διατάξεις του άρθρου 26 του ν.1959/1991 (Α΄ 123), εφόσον η τεχνολογία τους πληροί εκ κατασκευής τις προδιαγραφές του Κανονισμού (ΕΚ) 715/2007 της 20ής Ιουνίου 2007 (Euro V και Euro VI) ή μεταγενέστερου.
2. Οι διατάξεις του παρόντος αρχίζουν από τη δημοσίευσή του στην Εφημερίδα της Κυβερνήσεως.»
Greece, until today, ήταν μόνη χώρα στην Ευρώπη με περιορισμούς στη χρήση των κινητήρων ντίζελ και μία από τις ελάχιστες που έχουν σε εφαρμογή τέτοια την απαγόρευση. For example, περιορισμοί υπάρχουν και στην Ιαπωνία. Όμως εκεί ουσιαστικά ισχύει η απαγόρευση ώστε να καθοδηγήσουν εμπορικά τους υποψήφιους αγοραστές προς τις δικές τους αυτοκινητοβιομηχανίες, αφού αυτές δεν έχουν ακόμα τόσο εξελιγμένους πετρελαιοκινητήρες, όσο έχουν οι Ευρωπαίοι. Αυτοί έχουν άλλωστε τα υβριδικά συστήματα.
Στην Ευρωπαϊκή Ένωση, χάρη στην εφαρμογή των αυστηρότατων προδιαγραφών των ρύπων για κινητήρες πετρελαίου και βενζίνης, που είναι γνωστές ως Euro 5, Euro 6 etc, έχει αναγκάσει τις αυτοκινητοβιομηχανίες, εφόσον θέλουν να πουλάνε αυτοκίνητα εντός της Ε.Ε., να επενδύουν τεράστια ποσά στην τεχνολογική εξέλιξη των κινητήρων τους. Ιδιαίτερα οι πετρελαιοκινητήρες έχουν μία τεχνολογική… έξαρση την τελευταία δεκαετία, η οποία πλέον τους έχει ανακηρύξει ως οι πιο οικονομικοί και «πράσινοι» κινητήρες εσωτερικής καύσης. Μάλιστα σε κάποιες περιπτώσεις μοντέλων εκπέμπουν λιγότερους ρύπους ακόμα και από υβριδικά αυτοκίνητα!
Παράλληλα η χρήση φίλτρων άνθρακα στις εξατμίσεις, έχουν μηδενίσει την εκπομπή μικροσωματιδίων από αυτή, δηλαδή καπνού. Όλα τα παραπάνω βέβαια προϋποθέτουν τη σωστή συντήρηση των κινητήρων, όπως αυτή ορίζεται από τον κατασκευαστή, αλλά και τη χρήση «καθαρού» πετρελαίου κίνησης. Ιδιαίτερα στη δεύτερη περίπτωση, κι επειδή το κράτος είναι ανήμπορο να πατάξει τη νοθεία, πρέπει οι ίδιοι οι κάτοχοι των αυτοκινήτων πετρελαίου να αυτοπροστατευτούν, επιλέγοντας συγκεκριμένα-έμπιστα πρατήρια για τον ανεφοδιασμό τους. Αυτή είναι η μόνη λύση προς το παρόν…
Ο «πράσινος δακτύλιος»
Σύμφωνα με τον παραπάνω νόμο, αίρεται η απαγόρευση κυκλοφορίας και πώλησης πετρελαιοκίνητων οχημάτων σε Αθήνα και Θεσσαλονίκη, αρκεί αυτά να πληρούν τις προδιαγραφές εκπομπής ρύπων Euro 5 και Euro 6.
Παράλληλα από την 1η Μαΐου το Υπουργείο προτείνει την έναρξη ισχύς του «Πράσινου Δακτυλίου», σε αντικατάσταση του σημερινού, μικρού. Σύμφωνα με το σχέδιο που ετοιμάζεται, στο νέο δακτύλιο θα μπορούν να κυκλοφορούν
Όλα τα αυτοκίνητα, ανεξάρτητα αν είναι «μονά» η «ζυγά», με την προϋπόθεση αυτά να είναι τεχνολογίας Euro V ή μεταγενέστερης και να εκπέμπουν διοξείδιο του άνθρακα από 140g/km και κάτω. Για όλα τα άλλα αυτοκίνητα θα ισχύει το «μονα-ζυγά» όπως σήμερα.
Σε ότι αφορά τα φορτηγά, μελετάτε η απαγόρευση κυκλοφορίας στο μεγάλο δακτύλιο, όσων είναι άνω των 2,2 τόνων και έως 12 τόνους, με ημερομηνία πρώτης άδειας κυκλοφορίας πριν από την 1/1/1992.
Παράλληλα θα απαγορευθεί η κυκλοφορία των φορτηγών άνω των 12 tons, με ημερομηνία πρώτης άδειας κυκλοφορίας πριν από την 1/1/1992, στην Αττική, πλην των Εθνικών Οδών Αθηνών-Λαμίας και Αθηνών-Κορίνθου, της Αττικής Οδού και των κύριων οδών πρόσβασης στα λιμάνια του Πειραιά, Λαυρίου, Ραφήνας και Ελευσίνας.
Σημειώστε πως τα οχήματα στα οποία θα επιτρέπεται η κυκλοφορία στον «πράσινο δακτύλιο» θα τοποθετείτε ένα ειδικό πράσινο σήμα σε εμφανές σημείο.

It is indeed wise to read "The Perils of Lending" today, work of Plutarch's mature period. This is a speech written earlier on 92 A.D. and was probably pronounced in Athens and other Greek cities in order to warn about the consequences of overindebtedness to foreigners mainly, Italians in the majority of lenders, at that time.
It is worth highlighting some quotes that are more relevant than ever in our day, to realize that mindless borrowing is a curse and brings peoples to despair and to the brink of destruction. Something our ancient ancestors knew years ago.
"Plato in the Laws forbids taking water from one's neighbor's land unless one has first failed to find water on one's own land, having dug until he encountered the so-called ceramitis, i.e. layer of clay, however, it mandates that those who cannot have their own share their neighbors' water, as the law requires, in distress, to provide assistance. So there shouldn't be a law for money either, which forbids men to borrow from others and resort to foreign sources, if they do not first examine their own fortune and their own capabilities, and do not single out and gather, drop, drop, that is useful and necessary for them;»
"For the lenders we can say: There is interest before interest, and there is another interest….Mostly, however, they lie, and even fraudulently, lenders in their accounts, when they write that they give so and so the debt amount, while they give him less, and the cause of their lies is greed, not the need nor the hardship, but greed, which at the end, while destroying their victims, to them it brings neither pleasure nor benefit".
“So are you, in poverty, which brings many evils with it, don't add the hassles of borrowing and debt, but also do not deprive her of the only thing in which she excels in wealth, carelessness. Because then the ridiculous situation of the proverb arises:
I can't carry the goat, load the ox on my shoulders".
